We need a trauma-informed justice system New Zealand’s justice system is failing. The country has one of the highest rates of incarceration in the OECD, and over 56% of people with prior convictions are re-convicted within two years. Some 52% of people in prison identify as Māori, while 91% of people in prison have experienced mental distress and over 50% addiction. Many are affected by poverty and have been victims of sexual and physical violence. Great presenters at IPANZ events At the Parliament in Practice event run by IPANZ, we had a great presentation from the Hon Kieran McAnulty. He gave some strong advice to public servants: 1. Involve the community in the policy process. 2. Free and frank advice is just that. If the Ministers idea is bad, say so. Be upfront. 3. Understand your Minister’s lens on the world by researching his or her background. 4. Be clear on the role, what is the Minister’s job and what is the work of the public service. A new funding formula for news This article from the Conversation notes that the funding model for news is broken, and asks if a new form of funding and institutional arrangements could fix it? One way to achieve this would be through a small levy on digital advertising expenditure, and potentially other commercial revenues such as internet and streaming services. Let's build communities, not just houses Dennis O’Reilly has written an important piece for E:tangata. He talks about building communities, not just houses – he calls it intentional community building. He suggests social housing tenants more often be given the chance to describe, and then define, the social environment in which they want to live; giving them agency. He talks of some interesting examples, failures and successes in doing this mahi. As he says “we can move the community discussion away from complaining about problems to discussing solutions and opportunities — in other words, assist the shift from pathology to potential”. Implication of demographic changes for public servants In an article in our Public Sector Journal this month, Professor Paul Spoonley has asked if the public sector is ready for the demographic changes which are anticipated. This includes: 1. The aging population putting pressure on long term care beds. 2. Fertility dropping with the impact on school populations. 3. 80% of our population growth from net migration from India, the Phillippines and China being the most numerous recent arrivals. 4.
