This government has made clear, its intentions for improved Māori-Crown relationships across the Public Service. Hōkai Rangi is driving Corrections to build genuine partnerships with Māori, in order to deliver greatly improved outcomes across New Zealand.
Māori in New Zealand have long been overrepresented in the criminal justice system – Māori are more likely to be imprisoned and are more likely to re-offend upon release from prison. Hōkai Rangi, Ara Poutana Aotearoa Strategy 2019-2024 represents a new strategic direction for corrections, one that prioritises the oranga (or well-being) of all people at its core.
Hōkai Rangi describes Correction’s vision for the future: eliminating the overrepresentation of Māori in the criminal justice system, through uplifting the oranga (or well-being) of Māori in Corrections’ care and management, and their whanau.
In this session Topia Rameka, Deputy Chief Executive Māori for Corrections will share his vision for Hōkai Rangi from inception to implementation – with a particular focus on partnerships and engagement with Māori. He will share lessons and a range of examples of co-design with Māori, and how these critical initiatives offer a new pathway toward rehabilitation for those in the criminal justice system.

ABOUT OUR SPEAKER
Topia Rameka was appointed Deputy Chief Executive Māori for Ara Poutama Aotearoa (Department of Corrections) in October 2019, following 8 years as Chief Executive of the Tuwharetoa Maori Trust Board.
He was a member of the Corrections' Māori leadership board, Te Poari Hautū Rautaki Māori, which worked alongside frontline staff, service providers, academics and other Māori experts to develop Hōkai Rangi - the departments organisational strategy aimed at reducing the over-representation of Māori in the Corrections system and wider Justice sector. The DCE Māori business group oversees key organisational functions including Strategic Policy, Research & Evaluation, Psychology & Programmes, Reintegration & Housing, Māori Outcomes & Partnerships team as well the Māori Pathways Programme which is a dedicated investment in disruption and innovation.
