Decision to Suspend In-Person Events We put a high value on face-to-face events and interaction, however it is clear that one of the best ways we can all contribute to slowing the spread of COVID-19 is to limit in-person interactions where possible. We have therefore decided to suspend in-person events, and will be focussing instead on delivering a virtual programme. The good news is that we’re well positioned to offer you a virtual programme that continues to support your development — through our e-updates, our social media platforms, and video content.

Summary Report - The State of the State Article Series and Workshop

The State of the State article series, prepared by Deloitte in partnership with Victoria University of Wellington, explores perspectives on equitably growing wellbeing to build a fair future for all. To conclude the State of the State 2019 series, Deloitte and IPANZ held a workshop with 40 people from community, government, health and social organisations. Participants were asked to consider each of Deloitte’s six recommendations and what specific actions could be taken to enable real change.

Change in IPANZ Presidency

Our board received the resignation of president Jo Cribb on Wednesday, 19 February, and has appointed Liz MacPherson as interim president. Under Jo’s leadership we have refreshed our strategy, made internal organisational changes, increased the diversity on our Board and extended our thought leadership. She leaves IPANZ well-positioned for the future. We sincerely thank Jo for she has done for IPANZ and for our membership, and wish her well.

IPANZ E-Update - 25 February 2020

It’s been a big week for IPANZ with the announcement on Wednesday of president Jo Cribb’s retirement and Liz MacPherson taking the reins as Interim President.
Leadership and strategy matter a lot. We have been very fortunate to have a president, in Jo Cribb, who has led our strategy very strongly. Jo is moving on due to work pressure, but she has devoted nearly three years to IPANZ. We are also very lucky to have Liz MacPherson as Interim President until a formal election for President at our AGM in July. Liz was straight into the role, facilitating at the IPANZ Annual Address from the Minister of Finance on Thursday! If you haven’t already, do read Jo’s message on our website. All sectors are part of one system, each playing our role to reduce inequities

This was much in evidence on Tuesday evening when Deloitte and IPANZ hosted a workshop to debate the conclusions of the Deloitte’s State of the State series.

We invited NGOs, central government departments, local government, and people from the wider health sector. Not only do we find enormous richness in the challenging perspectives from different parts of the system. But also, if we are to have any impact on inequities, we all contribute to solutions.

Definitions of Bullying

Bullying happens everywhere and the public service in New Zealand has been no exception. It is important that we turn the tide on this. So a good place to start is with understanding what bullying is, and what it isn’t, so we know when to step in. To help define bulling, we have drawn on guidelines from WorkSafe (New Zealand’s primary workplace health and safety regulator) and the State Services Commission.

The Public Service Legislation Bill was presented to Parliament last week, and submissions are now open.
The timeframe is very challenging for thoughtful debate, with submissions closing on 31 January, but this is a very important piece of legislation and it is vital that the views of public service professionals are heard.

Preparing for 2020 State Sector Legislation

An enduring focus for IPANZ has always been the principles and values of the New Zealand public sector. The current state sector legislation does not include a consolidated statement of principles. Five principles of public service departments can be found in legislation, but these principles are currently scattered through the SSA (s1A, s32, s33, s60), and other Acts (Official Information Act 1982, Privacy Act 1993, and Public Records Act 2005). The new bill proposes a statement that can act as a point of identification and unity for the New Zealand Public Service.

Miranda Smith wins IPANZ Public Administration Prize

This year’s IPANZ Public Administration Prize for top marks in a Public Management paper has been awarded to Miranda Smith. Miranda is in her fifth year of a conjoint Bachelor of Commerce and LLB (Hons) majoring in Public Policy at Victoria University of Wellington. She received top marks in the VUW School of Government’s Emerging Perspectives in Public Management paper.

Chief Ombudsman Peter Boshier sets out the nuts and bolts of the Protected Disclosures Act 2000, and why we need to lift our game in both awareness and practice.

Forging a relationship with Iwi

    The September E-Update - A cautionary tale of phishing! Last week, someone in Australia sent out an email from IPANZ to 400 of our members, apparently about an RFP. It was a complete scam, our email was hacked. To all of you who received the message, I do apologise. We had moderately complex passwords set for our emails but even still, one password was compromised.
