A Career of Privilege and Responsibility

John Larkindale has had one of the most varied and rewarding careers it’s possible to have - and all within one Government agency. Not bad for someone who was expected to become a chemist and then take over the family business manufacturing adhesives and cleansers for the dairy industry. Half way through his PHD, John realised he didn’t want “to know more and more about less and less” and instead wanted to learn and experience more of the world — so finished his PhD (in record time) and joined the Ministry of Foreign Affairs, at the age of 25. Contribute to Research on Performance Management

“Performance management” is changing as the methods shift from the traditional annual appraisals to a continuous process of communication and coaching. There is a big body of research on this subject, but limited research in the context of and application in the New Zealand Public Service
We think it will be of real interest to you. It is being undertaken at Victoria University. All you need to do is to set aside about 45-60 minutes of your time to be interviewed by the researcher. This can take place any time during October or November.

The contribution of public sector communications professionals in a crisis

At least one commentator has noted that Covid-19 has given us a communications master class. Many have said that the communications effort has been intrinsic to New Zealand’s success during the COVID-19 crisis. The focus has often been on the personal qualities of the Prime Minister and the Director General of Health. There is little doubt about the effectiveness of these two leaders as communicators, and that their effectiveness has relied very much on the team around them.

    How To Be An Inclusive Leader Through a Crisis

    Leaders are under extraordinary pressure right now. They are expected to make decisions quickly with often incomplete and rapidly evolving information. Research tells us that even the most intentional and well-meaning leaders can fall into patterns of bias and exclusion — the pressures of working in crisis mode mean we often default to heuristics and gut instincts, rather than making deliberate and goal-oriented decisions. Yet now, more than ever leaders must prioritise inclusion. To be truly innovative, organisations need input from all employees, a diversity of ideas and perspectives is critical for problem solving and realising development opportunities.

    Decision to Suspend In-Person Events We put a high value on face-to-face events and interaction, however it is clear that one of the best ways we can all contribute to slowing the spread of COVID-19 is to limit in-person interactions where possible. We have therefore decided to suspend in-person events, and will be focussing instead on delivering a virtual programme. The good news is that we’re well positioned to offer you a virtual programme that continues to support your development — through our e-updates, our social media platforms, and video content.

    Summary Report - The State of the State Article Series and Workshop

    The State of the State article series, prepared by Deloitte in partnership with Victoria University of Wellington, explores perspectives on equitably growing wellbeing to build a fair future for all. To conclude the State of the State 2019 series, Deloitte and IPANZ held a workshop with 40 people from community, government, health and social organisations. Participants were asked to consider each of Deloitte’s six recommendations and what specific actions could be taken to enable real change.

    Change in IPANZ Presidency

    Our board received the resignation of president Jo Cribb on Wednesday, 19 February, and has appointed Liz MacPherson as interim president. Under Jo’s leadership we have refreshed our strategy, made internal organisational changes, increased the diversity on our Board and extended our thought leadership. She leaves IPANZ well-positioned for the future. We sincerely thank Jo for she has done for IPANZ and for our membership, and wish her well.

    The annual Guardian Public Service Awards offer us a great insight into some of the best practice in public service in the UK.The awards recognise the best projects and people in the public sector each year, across a range of categories including leadership, workforce diversity, workforce wellbeing, workforce learning and development, recruitment and HR, digital innovation, transformation, care, housing, and public health and wellbeing.

    All sectors are part of one system, each playing our role to reduce inequities

    This was much in evidence on Tuesday evening when Deloitte and IPANZ hosted a workshop to debate the conclusions of the Deloitte’s State of the State series.

    We invited NGOs, central government departments, local government, and people from the wider health sector. Not only do we find enormous richness in the challenging perspectives from different parts of the system. But also, if we are to have any impact on inequities, we all contribute to solutions.

    Definitions of Bullying

    Bullying happens everywhere and the public service in New Zealand has been no exception. It is important that we turn the tide on this. So a good place to start is with understanding what bullying is, and what it isn’t, so we know when to step in. To help define bulling, we have drawn on guidelines from WorkSafe (New Zealand’s primary workplace health and safety regulator) and the State Services Commission.

    UPDATE - State Sector Legislation

    The Public Service Legislation Bill was presented to Parliament last week, and submissions are now open.
    The timeframe is very challenging for thoughtful debate, with submissions closing on 31 January, but this is a very important piece of legislation and it is vital that the views of public service professionals are heard.

    Preparing for 2020 State Sector Legislation

    An enduring focus for IPANZ has always been the principles and values of the New Zealand public sector. The current state sector legislation does not include a consolidated statement of principles. Five principles of public service departments can be found in legislation, but these principles are currently scattered through the SSA (s1A, s32, s33, s60), and other Acts (Official Information Act 1982, Privacy Act 1993, and Public Records Act 2005). The new bill proposes a statement that can act as a point of identification and unity for the New Zealand Public Service.

    Miranda Smith wins IPANZ Public Administration Prize

    This year’s IPANZ Public Administration Prize for top marks in a Public Management paper has been awarded to Miranda Smith. Miranda is in her fifth year of a conjoint Bachelor of Commerce and LLB (Hons) majoring in Public Policy at Victoria University of Wellington. She received top marks in the VUW School of Government’s Emerging Perspectives in Public Management paper.

    Whistleblowing: legislation is just part of the picture

    As stories about whistleblowing and its consequences dominate international headlines, work is underway to review New Zealand’s whistleblowing legislation. Chief Ombudsman Peter Boshier sets out the nuts and bolts of the Protected Disclosures Act 2000, and why we need to lift our game in both awareness and practice.

    It’s an important time for all of us to be thinking about how we are engaging with Māori, and what meaningful and effective engagement looks like. The establishment of Te Arawhiti – The Office for Māori Crown Relations, reinforces the government’s commitment to building strong, ongoing and effective relationships with Māori across all of government. IPANZ is helping public sector professionals to build their confidence and skills with a refreshed workshop on Engaging Effectively with Māori, and our October workshop proved so popular that it sold out in record time.

    Forging a relationship with Iwi

    New Zealand’s public service has been on a mission to move out of monocultural mode for decades, and there’s still a long way to go. But a partnership between Ngāti Kuri and Auckland Museum is providing a possible model for government agencies.
