This event is tailored to support the development of new professionals by providing valuable insights into the process of budget preparation and allocation by the Government.
Attendees can
expect an overview of the budget process, including the interaction of various
processes, potential challenges, and diverse perspectives. The event will
feature a presentation on the overall process, followed by a panel discussion
and Q&A. Participants can look forward to gaining a deeper understanding of
how the budget process impacts the infrastructure sector.

Dominick Stephens: Deputy Secretary Chief Economic Advisor at the NZ Treasury Dominick is responsible for ensuring that the Treasury’s policy advice on lifting New Zealand living standards is supported and strengthened by sound economic theory and evidence. Prior to coming to the Treasury in 2021, Dominick was Chief Economist at Westpac New Zealand for a decade, leading its team providing forecasts and research on the New Zealand economy. He is a respected analyst, adviser and commentator on a range of economic and market issues, from housing policy to monetary policy and climate change. His responsibilities included membership of Westpac’s Sustainability Steering Committee. He was formerly an Economist in the Reserve Bank of New Zealand’s forecasting team and modelling unit. | |
Stephanie Ward: Partner, Deal Advisory at KPMG Steph specialises in providing commercial and financial advice to central and local government, with a focus on infrastructure and urban development. She supports her clients to make informed investment decisions and run transactions to deliver the project objectives. This includes taking an enterprise-wide approach to prioritisation, developing robust business cases, and tailoring commercial structures and procurement processes to meet the needs of her clients. She works closely with her colleagues in Debt Advisory, Asset Management and Major Projects Advisory to provide integrated advice across the full project lifecycle. Steph brings both a global and local lens to develop solutions for New Zealand’s complex infrastructure needs, having worked in Canada, the United Kingdom and across New Zealand. Prior to KPMG, Stephanie worked in commercial roles for the New Zealand Treasury and Her Majesty’s Treasury in the United Kingdom. | |
Andy Hagan: General Manager, Infrastructure Delivery at New Zealand Infrastructure Commission Te Waihanga Andy has worked in the public sector for nearly 20 years in a range or infrastructure policy and funding and financing roles, including as a member of the Executive Leadership Team at New Zealand Treasury. Prior to joining Te Waihanga, Andy was Director at project advisory consultancy HKA. | |
Vanessa Browne: National Manager, Programme & Standards at Waka Kotahi NZ Transport Agency Vanessa is the National Manager Te Toki Manawa Programme and Standards at Waka Kotahi, the New Zealand Transport Agency. Part of the Transport Services business group, Programme and Standard’s purpose is to enable Transport Services to deliver the right things. The team do this via three primary functions: setting the long-term asset management direction for the State Highway, holding the ‘technical authority’ for Transport Services work and the work of our suppliers (the TS standards and guidelines suite including all of our environmental and sustainability requirements) and holding the portfolio of work that Transport Services deliver, both capital improvement projects and maintenance and renewal work on the state highway. |
